WHAT WAS CLAIMED

“We have a good Constitution. I find it in perfect condition; absolutely nothing wrong with it,” former president Rodrigo Duterte said in a Jan. 7 press conference in Davao City.

OUR VERDICT

Flip-flop:

Duterte’s platform when he ran for the presidency in 2016 was anchored on shifting the form of government to federalism, which is possible only by amending the 1987 Constitution, which provides for a presidential system. After he won, he created a consultative committee that drafted a new constitution, which he had approved. However, the attempt to tinker with the Constitution was unsuccessful.
