Upgrade and create more international airports to help decongest Manila airport

“To boost our tourism industry, we will first and foremost make basic developments such as road improvements for easier access to tourism spots. We will also upgrade our airports and create more international airports to help decongest the bottleneck in the Manila Airport.”

- The rehabilitation of the Ninoy Aquino International Airport is among the priority projects. Last April, the Manila International Airport Consortium (MIAC) submitted a P267-billion unsolicited proposal for NAIA’s rehabilitation to the Department of Transportation (DOTr) and Manila International Airport Authority (MIAA). On June 2, the DOTr and MIAA submitted a joint proposal for the solicited Public-Private Partnership (PPP) project for NAIA’s upgrade.
- Of the 194 IFPs, 14 are for the building and enhancement of air transport infrastructures. These include the creation of new airports – the P735.63-billion New Manila International Airport PPP project, the New Zamboanga Airport, the P17-billion New Dumaguete Airport and the New Siargao Airport.
- The rehabilitation of the Ninoy Aquino International Airport is among the priority projects. - Airport development projects in Naga, Busuanga, Bukidnon, Antique, Laoag and Tacloban are also undergoing project preparations, while the Air Traffic Services – Air Navigational Services project and the airport development projects in Southern Palawan and Masbate are under the pre-project preparation stage.
- On Sept. 28, 2022, Marcos officially opened the P19.25-billion New Passenger Terminal Building at Clark International Airport, which broke ground in December 2017.
- Transport Secretary Jaime Bautista said the target is to complete several airport projects worth P1 trillion this year.
Issue 92 million national IDs by the middle of [2023].
Status: Failed
“We expect to issue 30-million physical IDs and 20-million digital IDs by the end of this year. The target is to accomplish the issuance of about 92-million IDs by the middle of next year.”
(SONA 2022)- The Philippine Statistics Authority issued 70.23 million physical and electronic national IDs as of June 16. Of this figure, 33.42 million were physical IDs that have been delivered and 36.8 million were digital IDs.
- A total of 80 million Filipinos have registered for the national ID as of July 12.
Establish specialty hospitals like Heart Center and Lung Center in regions outside Metro Manila
Status: In progress
“Napakinabangan natin nang husto ang malalaking specialty hospitals gaya ng Heart Center, Lung Center, Children’s Hospital at National Kidney and Transplant Institute … Maliwanag na hindi lamang dapat dito lamang sa National Capital Region kundi maging sa ibang parte ng bansa kailangan magdagdag ng ganitong uri ng mga pagamutan.”
(SONA 2022)- Marcos is yet to sign a law mandating the DOH to put up at least one specialty center in each of the country’s 17 regions within five years. On May 31, the Senate and the House approved a consolidated version of bills creating specialty hospitals, but this has yet to be transmitted to Malacanang for the president’s signature.
- On June 1, the DOH said it plans to establish 231 specialty centers based on each region’s top burden of disease and special needs. The specialty centers will be put up as a unit or department in DOH-managed hospitals.
- On July 17, construction of a multi-specialty hospital (Philippine Heart Center annex) in Clark Freeport Zone, Pampanga will begin. Health Secretary Teodoro Herbosa said the hospital will initially serve as a general hospital then build its capacity for specialized treatment of children, cardiac and kidney diseases.
