- The Department of Health and the Commission on Higher Education established the Clinical Care Associates (CCA) Upskilling Program in September 2023 to address the nursing shortage in the Philippine healthcare system. This program will allow 1,000 underboard nursing graduates (UNGs) to work healthcare jobs in public and private hospitals while preparing them for the Philippine Nursing Licensure Exam.
- Enrollees of the program will undergo a Special Nursing Review Program (SNRP), in which the UNGs will be matched to a higher education institution for a weekend review session while working 40 hours a week.
- As of June 2024, there are 457 UNGs under the CCA Upskilling Program.
